The player is open source
EmuHall's player loads these engines into its own process, so it is published in full under the MIT licence, which is compatible with the GPL. Read it, build it and test it on GitHub.
EmuHall exists because of the people who spent years building these emulators and libraries. Here is every one of them, with its licence and its source.
Each runs inside EmuHall's player under its own licence. Any change EmuHall makes is published with the engine's source.

Every download includes each engine's licence text. The complete corresponding source of every engine EmuHall ships, including any changes EmuHall makes, is published beside each release.
Snes9x and Genesis Plus GX may only be distributed free of charge. That is one of the reasons EmuHall is, and will stay, free.
